If you sell something on eBay and you advertise it as "NEW!", it had better be new. Not wrapped in newspaper, thrown in a box, and shipped with a power supply that's from radio shack. Trust me... buyers notice things like that.
Also; if you're going to leave negative or neutral feedback, send an email to see if the other party will make things right. Who knows what'll happen? But it's certinly more civilized then just leaving it and running off.
